Technical Support for Women Candidates for the Exercise of Political Power.

Sixty Pre-candidates Women to the electoral contest of 2018, in the age group between 24 and 40 years old, with university education.

About the Project

Despite the gender inequality that prevails in Brazil, the Museum of the Future Foundation has been working for more than 15 years with actions that aim to stimulate the competitiveness of women in electoral disputes. For the next lawsuits in 2018/2020 the organization has been holding a call to prospect women interested in disputing the vacancies for state deputy in Paraná and councilor in the municipalities of Paraná. The program intends to select profiles of women who have a university education in the areas of health, law, social sciences and politics and public administration or administration. The age range should be between 24 and 40 years.

In a first phase, the period leading up to the 2018 election campaigns, the activities to be carried out are:

  • Survey of opinion with voters from Paraná, Methodology – Qualitative Research to be carried out through four (4) Focus Groups, with voters from Curitiba and Metropolitan Region of Curitiba, aged 16 to 70 years. The objective of this methodology is to base the motivational factors and the perceptions that guide the opinions of the electorate. “Why not vote for a woman.”
  • Campaign to disseminate this data in all press channels
  • Publication of the Call for the Prospection of the 60 Future Candidates
  • Selection and individual attendance of candidates for profile analysis and definition of pre-campaign strategies (Political Marketing), public image counseling.
  • Start of training and political training courses through an agreement signed with a Higher Education Institution.
  • Creation, production and publication of the Cooperativa portal with profiles of the candidates.
  • Accompaniment and advocacy with the political parties to obtain support for the candidates.
  • Caption of funds and donations for the program through press releases, visits to class associations and promotion of events with invitations for membership.

Expected Project Outcomes

The results from previous experience were the main driver of this current proposal. When the claim of space and party funding comes through an organized group such as this supra-partisan Cooperative of women, party leaders and other political leaders tend to receive them with greater deference and respect.

Hiring a poll with the electorate, which proves that there is no rejection by women candidates, may facilitate public funding of campaigns and encourage parties to admit more women into their decision-making structure.

A group of sixty (60) pre-candidates from all existing political parties, young people with university education and trained through a preparatory course idealized and promoted by a University, will certainly bring the necessary spontaneous media, the adhesion of sponsors of the cause, besides of the admiration and votes of many future voters.

Origin and Context

The State of Paraná has a history of political protectionism where the elective positions are a family heirloom. We had a maximum of four (4) seats occupied in the Legislative Assembly of the 54 available and eight (08) in the City Hall of Curitiba of the total of 38 seats.

The State Executive of political parties in the state has already predefined its candidates and, hardly, they open space to support a female candidate.

Parental funds earmarked for women by law, at least 30% of the Partisan Fund, are administered by women elected by the leaders to serve on a commission. They rarely develop programs to support female militancy.

In the epoch before the electoral campaigns, these women leaders, promote the adhesion of candidates, only to fulfill a requirement of the electoral legislation or, to fill the minimum quota of 30% of female candidates.

Beneficiaries and Participants

  • Sixty Pre-candidates Women to the electoral contest of 2018, in the age group between 24 and 40 years old, with university education. This group of women will receive technical training for the exercise of political power by a local University, as well as consulting and advising on the coupling of their electoral campaign and dissemination of their public image.
  • Young women who have experienced difficulties in gaining partisan and financial support, and are looking for an organized structure that offers them the opportunity to prepare for the upcoming elections.
  • Exchange of experience and knowledge of the veterans with the novices is of paramount importance in the process of strategic coupling of the campaigns. This will happen in the promoted meetings.

Differential impact on local men, women, boys and girls

Change of paradigm that the electorate does not vote for a woman. Increasing the level of women’s participation in the Legislative Power is a reliable indicator of the degree of maturity of democracies: the more women the women achieve at the top of government, the more egalitarian the country will be. A positive outcome with the program may encourage greater participation of women in public power and more respect for their peers.
